Renewable Energy Certificate Declaration Guidelines

According to Article 8 of the Implementation Regulations Governing Voluntary Renewable Energy Certificates, the Voluntary Renewable Energy Certificate Declaration Guidelines strictly serves as a guideline for declarations on renewable energy certifications, so that the certificate holder's declarations conform to the principle of good faith, thereby preventing any concerns over repeated declarations in environmental benefits.

A. The Applicant of the certificate can express their renewable energy power production via owning renewable energy power generation equipment.

B. The certificate holder can declare based on the number of certificates held, the specific product, the manufacturing process, or the condition of services provided on using renewable energy.

C. The certificate holder can declare the use of renewable energy in CSR related items using the certificate as proof data or bonus items.

D. Only the certificate holder can make declarations on the power capacity corresponding to the renewable energy certificate they own.

E. According to Article 8 of the Implementation Regulations Governing Voluntary Renewable Energy Certificates, the certificate holder may use the certificate verification as proof of renewable energy use for the year of power generation recorded on the certificate, for greenhouse gas emission capacity examinations, and corporate social responsibility (CSR) declarations; and register at T-REC within 5 work days after usage or declaration. The certificate may not be transferred once used or declared.

                   

Definitions of terms used for these guidelines.

1. Certificate applicant: Refers to renewable energy power generation businesses or installers of self-use renewable energy power generation equipment. However, parties adopting a wholesale system and greenhouse gas emission quotas in swaps of special reduction quotas are excluded.

2. Certificate holder: Refers to parties who hold and need the certificate as proof of renewable energy use, as a basis for greenhouse gas inspections, or for corporate social responsibility declarations.

3. Declarations refer to when the certificate holder can openly express their use of renewable energy. According to Article 8 of the Implementation Regulations Governing Voluntary Renewable Energy Certificates, the certificate holder may use the certificate verification as proof of renewable energy use for the year of power generation recorded on the certificate, for greenhouse gas emission capacity examinations[1], and corporate social responsibility (CSR) declarations.



[1] The certificate can be used as a basis for calculating indirect energies in the Environmental Protection Administration's (EPA) greenhouse gas inventory category II. The holder can calculate category II greenhouse gas emission volume according to the renewable energy greenhouse gas emission descriptions published by the competent authority for power.
