Ⅰ. National Renewable Energy Technology Industry Promotion Goal

First, based on the minute of Office of Energy and Carbon Reduction, Executive Yuan, Aug 4th, 2016, a preparatory office will direct detailed design for Shalun Green Energy Science City. An innovation platform will also be created, bridging with the R&D results of National Energy Program, Phase II (NEP II), forming an ecological settlement and a green energy exhibition site, and promoting the development and export of green energy industry. Relevant units and corresponding duties are listed below:

  • Bureau of Energy takes charge of NEP II related programs.
  • Bureau of Standards, Metrology and Inspection directs Renewable Energy Certification and Verification, and Certificate Center.
  • Department of Industry Technology supervises the tendency of enterprise R&D centers and the relevant cooperation details from Science & Technology, Law Institute.

Second, the briefing of Mr. Chih-Kung Lee, Minister of Economic Affairs (MOE) on the meeting of May 25th, 2016, settled two governance objectives: to actively develop renewable energy to achieve 20% goal in 2025, and to establish a low-carbon sustainable, high quality, stable, and efficient economic energy system.

Third, the National Development Council on June 15th, 2016, briefing the Five Innovation Industries and promotion of Taiwan's next generation industry growth with creativity, resolved on green energy technology which aims to store, create, and save energy and to integrate with intelligence system.

Fourth, Taiwan is actively developing energy-saving (including equipment, communications, and ESCO energy service), energy storage, and renewable process technology to be in line with the global demand in renewable manufacturing process. Besides, Taiwan will train more hardware-software and financial service personnel. Ⅱ. Green Energy Industry Leap Plan

The leap is to achieve the industry output of one trillion NT and provide over 100,000 Jobs. For PV system industry, the aim is to become one of the world’s major suppliers. For wind power industry, independent construction, operation, and local maintenance manufacturing are basic, followed by establishing offshore wind power generation equipment system, testing, and repair technology.

Ⅲ. Greenhouse Gas Reduction and Management Act

Promulgated by the President of the Act on July 1st, 2015, Taiwan has started a new era of carbon reduction by setting a long-term reduction target at 2050 and stage-controlled targets of every five years in response to the climate change laws.

Taiwan will adopt a management mechanism with economic incentives to gradually establish a cap and trade system from the free distribution price placement. Three mitigation measures, slowing-down, adjusting, and renewable growth, will be promoted in the future.
