Renewable Energy Electricity and Certification Matchmaking Service Operating Procedures
    • The Bureau of Standards, Metrology and Inspection of the MOEA (hereinafter referred to as the Bureau) organizes related matchmaking processes for renewable energy and Taiwan Renewable Energy Certificates (hereinafter referred to as T-REC). The National Renewable Energy Certification Center (hereinafter referred to as the T-REC Center) specifically devised the Procedures for using the T-REC Center platform to provide matchmaking services and foster the development of renewable energy.
    • The terms used in the Procedures are defined as follows:
      • Seller: The seller refers to a renewable energy power generation enterprise whose power generation equipment has been registered on the T-REC Center platform, or a renewable energy electricity sales enterprise.
      • Buyer: The buyer refers to an entity that has renewable energy requirements.
      • Matchmaking: Matchmaking refers to the T-REC Center platform's supply of information on the supply and demand of electricity from renewable energy and renewable energy certificates and the use of bidding to help the buyer and seller complete transactions.
    • Sellers and buyers in the matchmaking process are required to become members of the T-REC Center platform and their qualifications must be reviewed by the T-REC Center for them to qualify for matchmaking.
    • The matchmaking items are processed as follows:
      • The Bureau shall publish the matchmaking schedule on the T-REC Center website and notify sellers and buyers to register starting from the pre-registration date.
      • The seller shall register the following items on the T-REC Center platform within seven work days from the pre-registration date announced by the Bureau:
        • Type of energy and installed capacity available for sales.
        • Estimated electricity generation available for sales.
        • Number of years available for sales.
        • Sale method: Wholesale or retail.
        • Other notices (not required if not specified).
      • The buyer shall complete pre-registration based on the following procedures within five work days from the pre-registration date announced by the Bureau:
        • The buyer shall register the number of years, annual electricity required, and reason of the requirement on the T-REC Center platform.
        • After the T-REC Center completes review of the buyer's pre-registration information, it shall notify the buyer to pay the guarantee deposit. The guarantee deposit rate = electricity required for the first year (converted into the number of certificates) × certification service fees × 50%.
        • After the buyer completes payment, it shall upload the payment certificate to the T-REC Center platform. If the buyer fails to pay the guarantee deposit within the deadline, its matchmaking qualifications in the current round shall be canceled.
        • If no buyer has registered or paid the guarantee deposit before the expiry of the buyer pre-registration, the current round of matchmaking shall be canceled.
      • The T-REC Center shall complete the review within three work days after the expiry of pre-registration by the sellers and buyers. The review results include the following:
        • After the T-REC Center verifies the sellers' pre-registration information, it shall notify the sellers to view the buyers' registered information after de-identification.
        • After the T-REC Center verifies the buyers' pre-registration information, it shall notify the buyers of their qualifications to participate in making bids and viewing the sellers' registered information after de-identification.
        • If no seller or buyer has registered or if no buyer has paid the guarantee deposit before the expiry of the pre-registration, the current round of matchmaking shall be canceled.
      • The seller may correct the number of years and quantity within three work days of obtaining the buyer's information and complete base price registration. Where the seller fails to register the base price before the deadline, its seller pre-registration information that has been registered shall be withdrawn and its matchmaking qualifications in the current round shall be canceled.
      • The T-REC Center shall complete, within two work days, the review of products in the bid for which the seller has registered a base price. The products shall be published on the T-REC Center platform after review and approval and the buyers shall be notified to make bids.
    • Regulations on buyers' bids
      • When making a bid, the buyer must confirm and agree to the items registered by the seller to make an offer.
      • Methods for the buyer for making an offer on products in the bid:
        • After the T-REC Center verifies the sellers' pre-registration information, it shall notify the sellers to view the buyers' registered information after de-identification.
        • Bids on retail products: The buyer may offer a price and quantity for the purchase once and amend the price and quantity twice.
      • Where the T-REC Center verifies that a buyer has completed the bidding offer procedures, the guarantee deposit shall be refunded; where the buyer fails to complete the procedures, the deposit shall not be refunded.
    • Matchmaking for products in the bid is ranked based on offered prices that are higher than the base price. The ranking is as follows:
      • Wholesale: The buyer with the highest offered price is the winning bidder.
      • Retail: Buyers are ranked based on the prices they offer and the buyer with the highest offered price is the winning bidder. If there are other remaining quantities of the product in the bid available for distribution, the buyer with the second highest bid is the winning bidder, and so on.

If two or more buyers offer the same price that is the highest in the bid, their ranking shall be determined based on the time they completed the offer.

      • After the completion of bid procedures, the T-REC Center shall announce the results on the platform and notify the seller and buyer of the matchmaking results.

    The seller and buyer shall sign a contract based on the matchmaking results and deliver the renewable energy power purchase agreement documents to the T-REC Center to complete the certificate transfer application. However, one extension of no longer than six months may be applied for from the T-REC Center with legitimate reasons. Where the transfer still cannot be completed after the extension, the matchmaking results shall be canceled.

      • Where the buyer exhibits one of the following conditions confirmed by the T-REC Center, its winning bid qualifications shall be canceled and it may not use the matchmaking function on the T-REC Center platform for one year.
        • Where there are other notices for the product in the bid and the buyer fails to make a bid in accordance with the notice.
        • Where the buyer manipulates or disrupts the matchmaking process.
        • Other actions that affect the matchmaking service process.

    Where the buyer's winning bid qualifications are canceled due to the aforementioned circumstances, the wholesale products in the bid may be made available again in the next matchmaking bidding schedule. The retail products in the bid shall continue to be sold to winning bidders that have retained their qualifications. The canceled winning bid quantity may be made available again in the next matchmaking bidding schedule. Regulations in the two preceding paragraphs shall apply mutatis mutandis to cases where the seller or buyer refuses to sign the contract after the matchmaking results for reasons other than those unattributable to them.
